Group Training
When we first became aware of the fact that Teachers of the Visually Impaired (TVI’s) receive very limited training in assistive technology during their college education, we were stunned. These teachers have an already heavy workload, including supporting growing numbers of students, preparing lesson plans and traveling between campuses. Yet, they may also be required to learn highly technical applications such as Jaws (Job Access with Speech) and Microsoft Windows, which can be particularly challenging for those who are not familiar with keyboard-intensive software. ICanConnect
ICanConnect is a program that provides communication technology and training to individuals who are deaf-blind or have significant difficulty hearing and seeing.
ICanConnect is a federal program that is administered by the National Deaf-Blind Equipment Distribution Program (NDBEDP) and is made possible through the support of the Federal Communications Commission (FCC). The program provides communication devices and training to individuals who have a combined severe hearing and visual loss, as well as to their families and service providers.
Eligible individuals can receive communication devices, such as smartphones, tablets, and computers with specialized software, as well as training on how to use them. The devices and training can help individuals stay connected to their families, friends, and communities and improve their ability to access information and participate in their daily lives.
To be eligible for iCanConnect, individuals must have a combined severe hearing and visual loss, be a U.S. citizen or legal resident, and have a low income (at or below 400% of the Federal Poverty Guidelines).

Specialized Telecommunications Assistance Program
TTS operates online as a STAP (The Specialized Telecommunications Assistance Program), which services people with disabilities through the state of Texas.
What is S.T.A.P?
STAP (The Specialized Telecommunications Assistance Program) is a program to assist hearing/blind and speech-impaired individuals purchase phones for home or mobile.
- Health and human services HHSC issues STAP vouchers.
- Applications are processed by HHSC to determine if the individual is eligible.
- HHSC mails a Voucher to the individual, authorizing a specific Voucher Type.
- The Voucher is exchanged by an authorized STAP vendor.
- The vendor is reimbursed for the funds.
